Basis bids for hard red winter wheat in the US Plains were unchanged on Tuesday in a continued lackluster market. The poor condition of the new wheat crop remained a concern for market participants, though a snow storm across parts of the Plains could help boost soil moisture levels.

The snow was accompanied by frigid temperatures and high winds in some areas, which could damage the wheat crop. USDA said Tuesday that the US wheat stockpile is larger than expected due to a slow-down in exports, and raised its estimate of US wheat end stocks by 7 percent. USDA also said China also had a large wheat crop, pegging it 2 percent larger than the government's November estimate. Protein premiums for railcar wheat to and through Kansas City dropped 5 cents a bushel for 11.60- and 11.80 percent protein wheat supplies but were unchanged otherwise.
